Need to refresh Win7 desktop with F5 to see new folder titles or files

Solution
This is a problem that has happened to a lot of people and it started in windows xp and is now showing up in Windows 7. Microsoft has still not found a solution to it. The most common fix found by most has been reformatting and reinstalling Windows. I did see that one person was able to stop it from happening by simply rebooting into safemode. While in safemode, he said the problem didn't occur. Then when he rebooted back into normal mode, the problem was gone.
