good motherboard and CPU cooler for fx8350 no OC

I want to buy this cpu ,
When I looked for CPU cooler and Motherboard they were all for OC.
I need budget CPU cooler and motherboard for fx8350.
I am going to play a games like:
Crysis 3
Battlefield 4
Watch dogs and more.

The 8350 is overclockable and the mobos for it let you do this. You can get prices on PartPicker

You should have a look at recomemnded pc specs for those games.

For liquid cooling AIO i'll suggest Cooler Master Nepton 280L;
For air cooling i'll suggest Noctua NH-D15.
