I haven't dual booted in ages (VMWare Workstation rules) but the last that I had Windows and a Linux distro installed at the same time I accomplished it by zeroing the drive (be sure to wipe out the partition table), installing Windows as desired, and then installing the Linux distro. If you install the Linux distro before Windows you will run into a host of problems.

If you have a newer PC with a UEFI based firmware you may have boot problems using the UEFI boot chain. Enable Legacy boot first if possible.

I'm not clear on your login error, does this mean windows is not working either? You'll want to fix that first using the repair console that is on your machine or your install disk. If you have neither find a friend with exactly the same windows as yours and create one, it's explained in the help files of windows.

There has to be a way to shut off safe boot. Some systems require, but don't tell you, that you have to set the BIOS admin password before you can turn off the safeboot. You can always remove the password later if you don't want it.
