(MoBo) ASUS B85M-G
Are they compatible? or should I pick another CPU?
What psu should I use? can I use SEASONIC S12II-520 520W 80+BRONZE??

my budget is 30,000 php or 680$

You can put them into PartPicker to find out - and get pricing.

The cpu will fir and work on your motherboard.

The gtx 750 will fit your motherboard. But I don't know if it'll fit your case.
And I don't know if the motherboard (mATX) will fit your case. It should fit nearly everything

The Seasonic 520W will run your pc just fine

what if I use COOLER MASTER THUNDER 450W as a psu since it is cheaper will it be enough to power my pc?

Yes it woud, but don't buy that PSU. Seasonic is a very good and reliable brand. Better get that. Actually for your requirement, 400-450W would be plenty.
