will my phenom ii x4 965 @ 3.8 Ghz 2700mhz NB bottleneck a r9 270 because i plan on buying one by the end of this month. btw my gaming resolution is 1680x1050

Solution
That cpu wont bottleneck your gpu as the r9 270 isn't that powerful (its still a good gpu though) and at that resolution the gpu won't be working that hard (unless you are doing benchmarks of course). With this setup i wouldn't worry about bottle necking the only thing i would worry about is you cpu not being able to keep up with more cpu demanding games (such as skyrim) but even then it won't be that bad.

That is good but like i said skyrim is a cpu intensive game and thats why the cpu usage is so high.

Hmm. Maybe they patched it. On launch Skyrim would use most of my first two cores and barely touch my second two, and I have the same architecture of CPU as you, just binned differently.
