Screen stuttering up and down, observed in Arma 3 map, and Civ 5 loading screens.

I'll cut to the chase.

I started playing Civ5 again a few days ago and noticed that in the loading screen and sometimes in the main menu the entire screen would stutter/flicker wildly up and down until I alt-tabbed out which would fix it. I didn't think much of it, other than it must be a Civ bug.

Started playing Arma 3 yesterday and the same again, but much worse. It happens in the loading screens intermittently and in the maps almost constantly (is still for a moment when I first open map and then starts and doesn't stop until I close map which temporarily fixes it).

I want to emphasize this is not a frame issue, it is not frame-stuttering I am referring to, the screen moves up and down very quickly. To show you what I mean I tried to record using DXtory, but the recording came out perfectly still even though I am 100% certain whilst I was recording it the map was doing the stutter. So I recorded it with my phone and uploaded it to youtube here:

You still can't see the full effect, I suppose because of the framerate of the camera on my phone, but you can probably get the idea.

Things I have done already:
Switched my secondary monitor with primary to see if it was a monitor issue.
Upgraded to newest AMD beta drivers (14.4)
Looked all over the Arma 3 bug report forums, haven't found any mention of such a bug so it can't be Arma 3 specific.

Displays: 2 x LG E2351 23" LED monitor

I think it is fixed. I changed the settings around a bit and it seems to have stopped. Something must've caused it, no idea what.
Wish I could say what fixed it, but I don't know.

I took it down to 1280x720 and the stuttering stopped. Any ideas where this leaves us? RMA'ing is an absolute last resort.

OK. It hasn't happened for a few days now, I think I fixed it by going to borderless window, who knew? Guess I'm going to cancel my RMA soon, that's going to be awkward.
