I think my CPU is a bottom BIN 4770k, Please offer advice if you have it

So I can't seem to get my 4770k to go over 4.0ghz, even when manually overclocking w/ increased core voltage. I can get it up to 4.2, but I get random crashes.

Is there anyway to rule out the MB as the culprit, without buying another 4770k or MB to test?

My build:
4770k, stock BIOS settings... other than multiplier of 40x across all cores
Corsair H100i Cooler
Asus HERO iV
Corsair Dominator Platinum 1866 (8GB)
Corsair Neutron SSD (256GB)
2x Gigabyte 770 GTX Factory OC (4GB) w/ SLI on
850W Corsair P/S
Temps are never an issue, even under full load. Single-monitor 1080p, will soon be moving to 1440p

I have memtested at stock core speeds, so I am pretty sure memory is not an issue.
I have also prime95 tested at 40x with no issues.
So I just assume that I have a weak core that just can't be pushed to north of 4ghz, even with more juice....?

Also, anyone out there have any recommendations about how I could improve ARMA-3 performance with my build (besides in-game settings), I am willing to upgrade anything except for the 770s (wife is still pissed I spent $$$ on them, needless to say GPUs are not her thing). Would upgrading MB to allow for another 3.0 PCI slot to get a dedicated physx card help? Would my PSU support a 650Ti or something similiar? Faster memory? Another 4770k to try again for 4.6ghz?

Thanks a lot for any insight, I figured it would be cheaper to ask first before pulling out the credit card to try to fix this issue by further trial and error. My only short-term goal, as mentioned above is to improve ARMA3 and maybe DAYz SA performance.
