Format a Ubuntu Hard Drive on Windows 7?

I'm trying to format a Linux drive so I can re-install Ubuntu on it for a friend, and it's not giving me any options in Windows other than the name of the drive. Is there any program to format it within Windows?

I also tried to just make another Ubuntu .iso on a flash drive via ImgBurn, but it wasn't working, and I couldn't just boot of a flash drive, and install linux on the hard drive.

Any thoughts to either of the dilemmas?

    Just as with Windows, a Linux OS should be installed on the HDD while it is in the target system.
    Linux is a little better at this, but it really should be in the target system during the install.

    Given the ubuntu ISO, follow the directions and make a DVD or USB flashdrive for the install.
