new build running poorly. need help

I just built a brand new computer (my first ever build) and when i try to play any games on it they run very poorly... like my HP paviillion laptop can run games better than my 1400 dollar rig

i tried something simple like left 4 dead 2 at first. max settings because i thought it could handle it. of course it couldnt and even when i put it on minimum settings it lagged allot
