Can this pc run Arma 3 at high/ultra setting with at least 30 fps?

Hi Hayden, here are the recommended specs to play this game :

CPU : Intel Core i5-2300 or AMD Phenom II X4 940 or better
RAM: 4 GB
Video Card: NVIDIA GeForce GTX 560 or AMD Radeon HD 7750 with 1 GB VRAM or better

Based on your build, it can surely play ARMA III on High/Ultra settings.

those benchmarks are with an intel i5 2550k processor and its also overclocked this game really hates on AMD for some reason i would recommend an intel processor to play arma 3 the AMD FX 6300 is a decent budget cpu but if you want optimum performance get an intel processor i would recommend an intel i5 4770k if you can afford it. And to answer your question unlikely will you keep 30fps at all times on even high settings for arma 3 with that build just because of the Amd processor.

but yet again i could be wrong as their has been updates to Arma 3 since February so the performance with Amd processors on Arma 3 could be better now but knowing the Arma series i highly doubt they have optimized the game any more.
