Sli performance issues?

I've been having some issues with my pc's performance in certain games, which I've seemed to narrow down to a problem with SLI. There are specific spots in games that give me substantial frame rate drops along with my GPU usage dropping significantly.

First I noticed it was in Farcry 3 when looking towards villages/settlement, most recently is in Dark Souls 2 in seemingly random places. For instance, in DS2 there's specific spots where my FPS will drop to 40-50 with both my GPU's usage dropping to around 40%. Funny thing is that when I disable SLI, the same spot will run at a smooth 60 FPS with near maxed out usage. There are a number of other games with similar problems.

I've monitored my CPU usage in these situations, and for Dark Souls 2 in particular it doesn't go above 20% and none of the single cores are seeing significant usage either. I've also monitored my temps for the CPU and GPUs and neither are reaching critical levels either. I can play other games with no SLI issues whatsover, and even on DS2 95% of the time both cards are being utilized fine and giving me a smooth 60 FPS.

Any ideas on what could be causing this issue, and perhaps any possible solutions? Here are my specs:

MOBO: ASUS Rampage IV Formula
CPU: Intel i3820 OC'd to 4.4ghz
GPU: GTX 670 4gb SLI
PSU: CM SilentPro 1000w
RAM: 16gb DDR31866

some games have SLI problems (sometimes effected most by the type of card), which is the issue.
