It will "bottleneck" it less than at stock, and even less if you can get to the 4500MHz sweet spot. Memory tuning also helps.
No matter what, there will always be parts of games (especially online games) that have FPS dips when the CPU gets overtasked.
With the more powerful GPU, you will be able to run higher resolutions and higher detail settings, and also have more average and maximum FPS than if you had a lower end GPU. The minimum FPS dips will still occur though.
