PC not booting during restart, will only boot after force shutdown

I have had some problems restarting my computer in the last few weeks. When I try to restart the computer the screen reads: "Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key." I already have Windows 8.1 installed so I do not know why this would appear. I then force the computer to shut down, turn it back on, and everything works fine. Anyone know why this might be occurring and what I can do to perform a proper restart?

MOBO: Asus M5A99FX Pro 2.0
CPU: FX 8320
GPU: GTX 660
OS: WIndows 8.1

Alright so I just went into the Action Center and ran the troubleshooter. It said it detected a hardware problem and made some changes (can't seem to find out more information). The computer now restarts.
