.i7 860 @ 2.8ghz
.HD radeon 7970 3gb ghz edition
.4gb ddr3 ram
1.5 tb of storage.
The computer i am thinking about getting has:
.I7 4770 @ 3.4 ghz
.the same graphics card (im just swapping the graphics card from my old one to my new one if i get this pc)
.2tb of storage
.16 gb of ddr3 ram
Help would be very much appreciated. Thanks :)

You'd have to change the motherboard due to the socket of your current cpu
I'd suggest going for a Xeon , they're basically I7's without IGPU's which you don't need because you already have the hd 7970

I dont think you'll see very much of a differenece, Some people upgrade pretty often some do not. It all depends on your personal opinions. Personally I dont think it is absolutely necessary for you to upgrade right now but if you want you can do so and see some gains in gaming aswell. I would definitely be putting some more ram if I were you, maybe another 4GB of DDR3.

Well, i dunno. I probably should mention this upgrade will cost me $900 (Australian). If i wont really notice the difference, then i can stick with this pc for maybe another year? If it will still be good for gaming by then lol.

Yes your current cpu will definitely be ok for the next year or so. I think 4GB of RAM is a standard these days for gaming and you should definitely be adding another 4GB of RAM.
As plaintuts suggested if you want some more storage space you can go ahead and get another HDD(for more storage) or maybe a SSD(if you want to boot faster or want apps to open faster).
