Are these settings safe

Wondered if you guys could help me,after fitting a fan to the top of my case a message came up when I rebooted the pc overclocked failed and that I needed to reconfigure settings.

So I entered the bios and just saved with no changes, looking at cpu z it seems my cpu is overclocked,I came across this after noticing settings in the bios for my cpu and ram after cleaning out my pc and the same overclocking failed message came up again.

Does this look like the guy that built my pc (pc built about 2 months ago) must have overclocked my cpu or should I reset things in the bios ? everything runs fine with max temps I've noticed so far while gaming (Batman Arkham Origins) max settings physx on high the cpu gets to about 60 degrees.

Core temp shows temps of between 37/42 while typing this,also the ram I bought for the build was 1600mhz but if I'm correct it's not running at this.
I'll speak to the guy asap ( can't get hold of him today) don't mind if everything is ok with the setup just worried something will ruin a brand new pc.

Thanks,am I right in saying that the ram was also changed ? And should it just be left as is ?

The next frequency above what it is now in the bios was 1675 I think,I read they change if the bclk has been changed.The one it's on now is slightly above 1333 mhz it's 1347 mhz you double what it shows in cpu z don't you ?

I should also add my pc only says overclock failed if I unplug to clean the inside of the case or something,not every time I turn it on.

I rang the guy today who built my system and it turns out he didn't overclock it,so are these settings due to it being on the performance option in the bios ?

The nearest setting is 1685 mhz, do I just change that and nothing else ? Also on cpu z voltage fluctuates between 1.296 and 1.304
 
1600Mhz, can run off 1.5V, and other cases 1.6V, if you have any of those voltages, your fine.

As long as BIOS states either of the two, no need to worry. And don't always rely off CPU-Z, it is not always accurate, BIOS is the best thing to use, as that is a direct feed of system hardware.

I'd like some more advice if possible please guys,after reading different threads it seems optimal mode isn't really advised and I wouldn't mind keeping this overclock or something similar.

I'd just prefer not to get too complicated,such as messing with the voltages etc,I've read if it was set up manually the voltage would be better and put less stress on the system ?

I would really need step by step advice though,I've never overclocked before and it's a brand new pc
