Can I clone a whole partition and is it a good idea to do so?

My HDD started failing so I got a new one, and I'm supposed to put a whole new OS on it, but since I still got my old OS working on the old drive, I was wondering if I could and should clone the whole partition and what would be the best way to go about this, taking into account that I don't have any optical disc drive and I also have 2 "weak" sectors on the old HDD.
 
You can clone an entire hard drive (all partitions), but for just one partition you need to use disk-imaging software.
However, without a CD drive you won't be able to boot from the disk-imaging boot disc to write the image to the new drive, so disk imaging is not possible anyway until you have a working CD drive.

So the advice given by the other two posters is what I recommend too, I assume you've already figured out how to do that without a CD drive.
 
How much space are you using on your hard drive?
This would be an opportune time to switch to a SSD. The everyday performance is vastly improved.
I will never again build without one.
Intel and Samsung offer free clone utilities that will clone your "C" drive to their ssd.

After, you might be able to recover hard drive functionality by reinitializing the drive and reallocating bad sectors.
