Suggested Build for Me?

I am from the Philippines, I wanna build a PC, but I don't have a very big amount of money. I can only spend about PhP30,000 or $677. Can you suggest a build? I want only single monitor. I want to play multi-player FPS games, Dota 2, and others that are 2007-2013 games. If possible, no SSD because they are very expensive, and no fancy Razer accessories too, all I want is durability and quality, won't mind the brand name. If possible, I would prefer also to have a not so hot system, as Philippines is a tropical country, and it might just slow down or even destroy my system.

My components needed are the System Unit, Monitor, Keyboard, Mouse, Headset, AVR, cords (if necessary), and others that are essential that I might have forgotten... Do you think it would be possible to build a whole PC with that budget?

If this might affect the build, I will put this in:
My game preference is FPS games (TF2, Battlefield, etc) > online multi-player games (Dota 2, SMNC, etc) > single player games (such as AC, CoD, etc)

Edit: I actually don't usually play single player games... I think these games require very good CPU's.

Wow, never thought I could buy a 750 with that budget...
BTW, would the 500W be enough for that build? I just thought I'll just spend all $677 with my System Unit and just save money for the other more components.

You want enough headroom for future upgrades. The power supply is an efficient one. Don't believe everything you see on the internet. Having a 300w PSU or the 500w I suggested will not have any affect on your power bill. 500w is not very big for PSU. I use a 750w myself. ;)
