Low FPS in Metro: Last Light?

I just bought MLL, and I turned down the settings to high from Very High. My problem is when I start the game for the first few seconds my GPU usage is at around 85-90% Temps are at 69-75 and my FPS is around 70, but when it has time to fully load (about 5 seconds) my GPU usage drops to 19% and my FPS goes down to 20. Whats causing this? Im not sure what to do.

i7 4770k @ 4.3
16gb Corsair Vengeance

First of all, welcome to the club. That game is a high-maintenance bitch when it comes to demanding graphics.

The quickest thing to do is start fresh with drivers. Doing that will eliminate a lot of questions. Here's a direct link to the latest version of driver sweeper: http://www.guru3d.com/files_get/display_driver_uninstaller_download,9.html

Let it boot you into safe mode, and then check the box to remove all Nvidia Drivers, including C:\Nvidia.

Then reinstall the newest, non-beta drivers either through GeForce Experience, or else download them directly from Nvidia's website. That should help.

If it doesn't, then you'll know it's either your game installation needs to be redone (unlikely but possible), or else perhaps an issue with the hardware.

Give the driver solution a shot first, and see what happens.
