USB Controller installation disabling mouse/keyboard

I've done all the necessary steps. Rebooted tried different ports etc.

PC is running Windows 7 Home Premium, if I attempt to install the USB Controller the entire USB ports on my system won't recognize any hardware connected to it, even if you disconnect and reconnect nothing.

Anyone else have these issues?

Only time this works is during post, but once windows loads you can see the lights on the keyboard and mouse completely cut off, and neither work. Such an odd thing. I had to insert my Win CD and restore to an earlier point prior to installing my USB Controller to get them to work in windows again.

Sadly I don't have a PS/2 Mouse.
