Motherboard LED on, but no fans spin when shorting Power pins.

Currently constructing the following build:

CPU: i5-4670
RAM: ADATA XPG V1.0 2x4GB
MB: ASUS H81i-PLUS
PSU: Corsair CX430


I'm doing a text external build for my first PC build. I have the CPU, RAM and Stock CPU Cooler installed. I have plugged the 24 pin ATX power cable into the motherboard. The provided 12V CPU power cable is an 8 pin, and my motherboard only supports 4, but Corsair's website instructed me to only plug in half the pins and that fit in fine. I have an HDMI cable plugged into a monitor connected to the motherboard. The PSU is plugged in and the switch is in the ON position. A light on the motherboard turns on, but when I short the power pins (which were very poorly and confusingly labelled) nothing happens. The light stays on but no fans spin (including the PSU's fan. Is it supposed to spin when in the ON position?).
I don't know what to do. Any advice? Is this a bad motherboard, or a bad PSU?

Also, I just noticed that pin 17 on the PSU ATX connector is not wired. Could this be causing the problem?
