I don't know when this started, as I've only recently started noticing performance issues. I just recently reformatted and didn't have this issue before.

I'm sitting at 102-103% maximum frequency on my cpu, 13-18% cpu usage, and 12-20% physical memory while idle. My System Idle Process is sitting at 87-88 CPU usage, and one of my svchost's is at 13. I was having a few spikes in hard faults earlier, but those have seemed to stop while I was compiling the attached image.

Before I took this image, only one of my cores was showing weird use on my Performance monitor.. It was basically capped out and was the only one anywhere near that high. I restarted and then all of it started looking erratic (I attached another image with a cap of what I would consider more erratic behavior).

I have 16 GB of 1600 MHz DDR3, stock i7-3770k, Radeon r9 270x 2GB... So I don't think my system should be having any issues running what I've been doing (Dark Souls 1, Deus Ex, League of Legends, Counterstrike GO, Open Broadcaster Software).

If there's any information I've left out, let me know and I'll get it asap. Thanks!

System idle processes aren't wasting your CPU cycles when you need them. Check your CPU loads while doing something CPU intensive (like encoding). If you still have high CPU loads outside of the application, then something may be wrong.

Make sure you don't have any Malware wasting CPU cycles as well. For starters, at least scan your computer with Malwarebytes.

The Maximum Frequency indicator on your Resource Monitor doesn't mean that your CPU is being 100% used, it's saying that the CPU is working at 100% of its maximum speed. This is normal; you want 100% of your 3.5GHz. If your CPU usage, not frequency, is high, then that means it is being fully utilized.

So on your graphs the blue line is nothing to be worried about if it's constantly at 100%. you should only be worried if it drops significantly below 100%.

Also, your System Idle Process % should be high if you're not doing anything, this is simply the percentage of CPU that isn't being used.

Hmm. I've never seen anything like this, though. I didn't have this before I reformatted, or on any other system I've used, and I've been noticing performance issues in conjunction with this phenomenon.

I've run Spybot, Malwarebytes, Avast, and Windows Defender. Nothing on any of those.

That makes sense, but my other systems haven't produced graphs or information like this before. I'll keep monitoring it and see if anything wacky comes up.

You shouldn't have ANY problems running those games. That's very strange.

Try this, while you're playing a game that you expect to get better performance from, lower the resolution and see if you get noticeably higher FPS. This will give us an idea of what is causing the poor FPS.

I'm fairly certain that it's not your CPU, especially not for those games. What resolution do you play at? What FPS do you get now? What FPS do you think you should be getting?

I'm not noticing a hit in FPS.. Just speed. It's affecting my internet browsing as well (internet is fine, but I constantly lag while loading a page and/or the page loads improperly).


I'm really confused about the System Idle Process.... I have never seen it that high, or even anywhere near the top of the processes list (maybe this all means that my previous systems have been borked haha). It drops to about 60% when I'm a game of League.. But that's still something I've never seen.

I also have an svchost that is taking 12-13% of the CPU, and using Sysinternals' Process Explorer, I only see dwm.exe in the tree, but it's only taking .3-.4%, so I dunno where the other 11.7-12.7% is going.

Oh, well if you're having a hard time loading webpages and starting things then that's due to either a slow internet connection and/or slow HDD.

Your processor is having no problem handling web pages, even with load.

What internet speeds do you get? (http://www.speedtest.net/)

What hard drive do you have?

15down, 3up. But it was happening even when I was at my friend's house who has 30 down.

I have a 250GB Kingston SSD, and a 500GB Western Digital Velociraptor.


I looked at the stack for the svchost that's taking up so much cpu... wudfsvc is the culprit service. Googling it doesn't bring up anything relative to my issue, and when disabled it just starts back a couple seconds later.

No. It doesn't come up in msconfig, and (I could just be blind) there's no option elsewhere that I can find. Also, disabling it turns off the Aero effect.. Albeit livable, I'd like to not have to disable it just because some part of it is being faulty. :/
