I was wondering if you guys could look over my build and give me any advice. I hope to play games at the highest settings with no problems. I plan on overclocking only a small amount. I will also be using it as a regular computer and would like to watch Blu-rays, DVDs, and play CDs on it. Thanks!

It's not better, but it's not worse. You'll maybe drop 1 or 2 FPS from the i7 to i5, but the jump from 770 to 290x will be massive.

As you can see in these benchmarks, you can see around 50% better performance in BF4, and almost 70% better in Tomb Raider. If you go with the 770, a 144Hz monitor is pointless. But in most modern games, the 290x will be able to actually take advantage of the higher refresh rate.
For that money you need much better than a 770. You won't be able to nearly take advantage of a 144Hz monitor with it alone. Revised it to include a 290x, which will get you much, much better performance, and put that refresh rate to use :)
