Hi.
MOBO MSI 970A-46G
PCU AMD FX-6350
PSU powercool 650w
GPU Sapphire dual x R9 280 oc with boost.

Put a new rig (all parts new) and getting message on the monitor "no signal"

Checked a cables, used hdmi and DVI cables, check wiring.

Fans spinning and leds on, both on motherboard and gpu.

Looking for advice, what to do next.

Solution
Your next step would be to "bread board" the PC. Google "bread boarding" for more info I don't have time to write a lengthy guide.

Do you have a case speaker? Is it beeping?

Make sure you have the supplemental power connectors plugged into the graphics card. Also, make sure you hav monitor plugged into the right port on your GPU. If GPU has more than one connector try the other one.

Yes it has beeper, but it is not beeping.
Yes motherboard has other PCIE slot, tried- same thing.
GPU has 2x 6 pin. Tried to connect2x 8 pin to PSU and 2x6 to GPU. Alslo tried to use power cables provided with GPU, still no good.

Make sure the BIOS case speaker is plugged in correctly. It should at a very minimal, give 1 short beep (saying the system is OK).

Make sure that the motherboard is not grounding out on the case. Each screw hole should have 1 motherboard standoff, and 1 screw.. Make sure there are no extra motherboard standoffs or other metal objects touching the back of the motherboard.

Update. New MOBO on the way. The MSI 970g-46g for unknown reasons did not like 1866 (according to MSI should support). Get another RAM 1600 and PC boot stright away. Checked MY RAMS on other rig, no problems.

BIOS update did not helped.
