change cpu and motherboard, will i need reinstall?

Windows 8 extraordinarily good at adapting to new situations, I would be tempted to give it a try, you'll probably have to update a few drivers, check Device Manager (View Hidden Devices) for yellow exclamation marks...If it fails to boot than you know it's a 'Format and re-install', though you'd best delete all partitions and install to Unallocated Space.
Meanwhile if it works you will probably have to Re-Activate Windows using the Phone Option...
