how to make iplayer recognise I'm in the UK

This is a strange problem, and one to which the obvious answer does not apply. A friend has a laptop which when he tries to view the BBC's iplayer he gets the message that it thinks he's not in the UK, and therefore it rejects his attempt. We've checked that the control panel settings show him to be in the UK. The answers around the forums all centre upon the possibility that his ISP has a set of IPs registered as in non-UK countries; but here's the weirdness - when he tries to watch iplayer on his desktop through the same internet connection, it accepts him as being in the UK. So unless there is something I'm missing here, it can't be the fault with the ISP, can it? Running under Windows 7, 64-bit.

Yes - and he is not someone prone to doing anything out of the ordinary (certainly nothing like setting up a VPN), nor does anyone else have physical access to his laptop. Interestingly, he has visited a couple of reliable accounting websites who now want to talk to him in dollars not pounds, so somewhere in there he's definitely being seen as in the US rather than the UK. Any other suggestions?

Hi - thanks for the suggestion. Before I could get over to try this, the laptop owner deleted the last couple of programs he had installed, and closed everything down: on rebooting he was then recognised as being in the UK - the problem had gone as mysteriously as it had come. I do appreciate your time.
