pc wont turn on with graphics card installes

i need some help, my pc was just fine maybe a month ago or so, but recently there's a problem... my pc wont turn on after i shutted it down normally, if i try to turn it on, the fans will just spin for a split second then it'd stop ( my motherboard doesn't have a LED ) ,until today i tried to unplug the graphics card and i tried to turn it on... and it works. so, do i have a faulty graphics card ? well, my computer hasn't been "renewed" for a year or possibly more. any suggestions or solutions?

To clarify, is the PC now working and Windows is booting?

Video cards can simply loose their connection to the many connectors in the slot due to shifting and/or dust. Anytime a PC fails to start re-seating the video card is one of the first things to try.
It's possible the card is faulty. Do you have another computer you can try it in?

It could also be the power supply. With the card out the PSU is enough to power your system, and with it it's too much and it doesn't come on.

Could you give us your full system specs? CPU, motherboard, graphics card, RAM, PSU, etc.

in order of likelihood, either:
1. the graphics card had become faulty
2. the power supply is faulty and not providing enough voltage to run everything
3. the motherboard is faulty

what graphics card, PSU and motherboard do you have?

Most graphics cards have a 3 year warranty, so if it is not older than that and faulty, you should be able to return if for repair

OS Windows 7
processor : AMD Athlon 64 X2 DualCore Processor 4200+ 2.20Ghz
RAM : 2 x 1GB OCZ ddr2 pc2-6400 ,PN : OCZ2VU8001G
graphic card : ATI Radeon HD 3600,

i'm not sure about the psu, but i believe it's sun-bio c450 psu... well, according to my google search

and my motherboard is "ecs c51 c51pvgm"

did i miss anything? because i only checked dxdiag and did some google searches on the mobo and psu. if anyone knows other methods on how to look for full pc specs, that would be appreciated.
 
Sometimes video cards need to be taken out and re-seated firmly into their slot, maybe after a dust off of the card and the slot and then make sure the PSU is plugged into the card (assuming your card requires this, most high end cards do, some don't). So have you tried again with the video card back in the PC? If that didn't fix it then best guess is you need another video card but the only way to make this determination is to change in and out new parts until you find the bad one, sorry there isn't a better answer. It might also be worth trying a different power supply.

well, last night ( i live in +7 GMT ) i left the graphics card outside of the cpu and just put it on the table overnight... so as you suggested... i put it back on the cpu just now and... it turned on. so... what actually happened?
