faulty memory or its normal??

hi, i just installed a new acer-603(J2900M4.5). its suppose to come with 4GB DDR3 memory. But in Control panel I only see listed 4 GB RAM ( 3.89 Mb usable ) Using Windows 8.1.
What could be the problem?

Normally the reason for the drop in usable ram like that is because the on board GPU is using some of the ram and it needs to be dedicated so it gets classified as unusable. This is normal like mentioned before and you have nothing to worry about.
