One machine that when they connect to VPN, they are unable to reach any of the resources on the VPN network.

While on the VPN he is able to get to the internet, but unable to get to resources on the VPN LAN. Unable to connect to network shares or ping resources on the VPN LAN. No one else is
experiencing this issue. The network order is correct, the VPN network adapter is listed first.

Tried it using wired and wireless connection - same results.

Windows 7 64bit
Cisco VPN

Suggestions to try, please advise.

The order of the adapters makes little difference. Hard to understand what doesn't work.. If the stuff that goes to the remote location via vpn work but all the local resources do not that is likely working as designed. It is very common for a VPN to prevent access to local resources. This issue is in general called split tunnel. The VPN can be configure to allow this but it is generally not recommended in a enterprise type install because it compromises the security of the corporate network.

Most time this is done with setting on the server side of the vpn to allow split tunnel.

If your problem is the reverse I would uninstall and reinstall the vpn client. If this is the cisco one that load java or activex dynamically i would delete all those files and let it redown load them.
