I'm wondering if the cooler master hyper 212 evo could handle an Intel i7 4770k overclocked or if you would recommend maybe the noctua nh-d14. And how high could I overclock it?

Both should work fine and yield decent numbers with minimal difference between them. Overclocks will vary. Those coolers won't be the limiting factor in how high you can go. They are some of the better air coolers on the market.

Every CPU is different. Some people can achieve 4.5ghz overclocks, some can only get to 4 without instability. Either cooler should be able to keep the i7 under control with moderate overclocks. If you want to take it to the max, you'll want to get a liquid cooler.

I've been using the Noctua cooler for 5 years running my i7-920 at a ~30% overclock(2.67GHz > 3.8GHz). I can usually keep my idle CPU temp under 50C but in the summer, I have to drop my OC to 3.2GHz as the ambient temps in my house increase. I live near the beach which means no AC, just ceiling fans.

I installed an evo 212 on my brother's 4770K about 4 weeks ago. It is still at stock while it does some curing but the idle temp was about 38C on his with no OC. He also has a warmer ambient temperature house(77F-81F) like mine.

Well I currently live in New England so I don't get crazy high temps but now my house is usually around lower 70F I think.
