I built a new computer, but am going to use the same hard drive + a new SSD. Somehow I was able to keep the old operating system on the hard drive and use it on my new computer. But for some reason the computer seems slow, or atleast windows 8 does. And also my screen resolution is off, and I have tried changing it but the only one where it has normal zoom is offset to the left. I probably need to update my drivers for that is my guess.

But should I wipe my hard drive clean and do a fresh install of windows on my SSD?

I would, if for no other reason than to ensure you're really starting fresh.
I wipe my HDD periodically (usually every few years) anyway, though I back up a few important files and saves. That's not really necessary, but I find if I don't, junk files and leftovers from failed or old installs end up bloating a good 100GB on my HDD that I can't otherwise seem to get rid of.
