I have this issue that recently started appearing in ALL games after an overclock. There's is something that is like an LOD "line" about two feet from my character in any game. As I walk forward, I can see shadows going from low to high quality as I walk. There's a sudden sharp cut between high and low quality shadows. Textures also start popping into view, but in a very grainy and strange way. As I walk, the texture will appear grainy and and pixelated before fully appearing, to the point where I can stop mid-step and the texture is just sitting there as a half visible grainy mess. In Assassin's Creed 4, I'll start running and textures will keep popping in in such a distracting way only a few feet from my character that it is completely distracting. In some games, shadows will appear and disappear as I walk.
My current setup:
Windows 7
Intel Core 2 Duo E8500 OC to 3.8 (I know this sucks but I can't afford an upgrade right now)
Radeon R9 270 (only factory overclocked)
8GB RAM
I originally had an R7 260x. Games didn't have this issue at all before I overclocked. I pushed the CPU up (crashed a few times before stable) and pushed to GPU up from 1050 to 1200 and got it stable after crashing beyond that. Things were fine at first, until this issue started popping up. I figured I had broken my GPU with bad overclocking or something, but I replaced the card today with an R9 270 and the issue is still persisting. Does anyone know what the cause of this is?
Examples
(not my stuff but it shows the same problem.)

Now this isn't a PC game but this is what my problem looks like in regards to shadows
