How come I never see people list their windows into their build, its an additional 90-100 dollars?
Do I not know something I really should? Or do i have to pay for windows each time I build a computer?

You have to pay for Windows every time you build a new computer - it's a necessary evil and that's why people never list it.

maybe because some of them forgot to add that in or they know they would just use illegal download to save money

Not every time, no.

Often you're able to reuse a previously bought copy of windows. If you have a non-OEM edition of windows 7, or any edition of windows 8, you are able to transfer it from your previous build to the next.

If you're willing to go through some effort, you can even use an OEM copy of windows 7, use the key to install it on the next computer, then call windows when it doesn't activate and explain your situation. They'll usually activate it for you.
