Problem With External HDD

Ok so i have a Seagate 1TB External hardrive which is shutting my computer off it is 3.0 USB and i have tried in in 3.0 and 2.0 rear and front ports. I have tried it on other computers and the HDD is working fine. I have tried Formatting it, checking for errors, renaming the partitions but my computer will not have it. It's strange because this is about a 1 month old computer build and everyday this external HDD has been plugged in and working fine, but not as soon as i put the usb into the slot the computer immediately cuts all power, i have no blue screen, no message nothing just no power.

My build is:

XFX 650w PSU
WD 1TB Caviar Blue
Corsair vengeance pro series Ram
COrsair 300r case
Gigabyte H87-HD3 Motherboard
CM 212 evo CPU cooler
i5 4670 CPU
Samsung DVD-RW drive
1 SP Corsair Fan
6 AF Corsair fans

ok im not too sure if it is the HDD now it just shut it self down when i placed a logitech nano mouse reciever into it it seems anything i plug into the rear ports "SOMETIMES" powers my computer off, does this sound like a PSU problem?
