Win7 starts in safe mode but not normal mode

I just changed out my CPU fan. Initially the fan wouldn't start and I was getting a solid tone from the case speaker. I noticed I had mis-plugged the fan connection, fixed that and now the fan is running fine. However, the tone is still there (sounds more like a buzz instead of a beep and is continuous) and the computer will only boot into safe-mode not normal mode.
When going into normal mode it shows the windows logo, that fades away then just a black screen.
I'm thinking video card (I need the video card as it has HDMI and this box is an HTPC connected to a TV) but I'm not sure. If it's the video card then why is the HDMI working all the way up to the boot of Win7 normal mode? And when the black screen comes up the TV is still getting a signal as the TV will have a message otherwise.
Is there anyway I can use safe-mode to help me find the culprit?

Great, I loaded the fail-safe defaults in the bios and the beep went away. I then loaded the optimal defaults and plugged VGA into my onboard video and it's working great.

Seems like my video card, which I need because it has HDMI. I'm going to try to re-install the GPU drivers now and see if I can get that vid card working again.

The GPU is all cleaned off.

I'm still able to use the GPU (Radeon HD 5450 2GB) with HDMI for safe mode, but going into normal it just goes to a black screen.

I can't use VGA with the GPU plugged in.

I go to AMD.com to get the driver and it wants me to download the Catalyst Package. I prefer to just use drivers without all the other software but I'm downloading it. Can I install it in safe-mode?
