Windows 8.1 Slow Boot Time

Hello,

I've been trying to help my friend with their homebuilt which has been suffering from long boot times for a while. On windows 7 the boot time was two minutes to the desktop which I thought was crazy for a computer this powerful. I decided to format the HDD and install Windows 8.1 Pro to see if that would fix the slow boot and it seems to only partially help the situation. The boot time is now 1:10 to the desktop but for Windows 8 that still seems very slow to me.
Here is an in-depth description of the boot:
When pressing the power button a screen with the ASRock logo appears for a few seconds before moving to the windows 8 startup screen with the dots moving in a circle. This screen stays for a few seconds before the screen turns black. After about 15 seconds of black screen the monitor loses signal as if the computer were turned off. Then the ASRock screen appears again, before the windows startup screen and then another 10 seconds of black screen before the login screen appears. The desktop shows after about 10 seconds of loging in.
On my own homebuilt system which has very similar specs when I press the on power button on launch a blue screen appears saying "resuming from hibernation" (which I assume is from the win 8 hybrid boot since I always select shut down) and the boot process takes about 15 seconds, but I am using an SSD.

Does anyone know why this computer seems to restart during start-up and why the boot takes so long? I have already tried updating to the latest bios and with no luck.

The pc config mentioned is indeed powerfull and that computer on windows 8 should take only a couple of seconds to boot...
Hmmm...try disabling unwanted start-up applications using task manager :
1.)Right click on taskbar and open task manger.
2.)Then click on startup tab.Now you can see many programs in enabled/disabled mode.
3.)Then you have to figure out the unwanted programs which you don't need to run at startup and rightclick on that and press disable.

U can also run malware bytes anti-malware BOOT-TIME scan just to be on safer side to be sure that no malware/viruses are running and slowing your pc.

Also try using CCLEANER OR ADWCLEANER and clean your pc of the junk.....

TRY THESE STEPS AND REPORT BRO.......

bunch of thing first random restart could be due to psu as the only cooler master psus i know of that are not junk are the V series another thins is to press windows r to bring up run and then type msconfig and go to the startup tab to remove anything unnecessary

I have an update on the situation:

I narrowed the problem down to the motherboard and graphics card. I discovered that when the graphics card was removed that the computer no longer restarted once during start-up, however the computer still refused to use the windows 8.1 hybrid boot. I put the GPU back in and updated the bios of the Gigabyte 7970 Factory OC to the latest version, however this made no difference. I have concluded that the ASRrock Z87 Pro4 just won't function with hybrid boot (not using stock nor latest firmware), at least in the set-up my friend has. It's weird because using the ASRock P67 Extreme4 and the identical graphics card hybrid boot works flawlessly on my computer.
I then went into power options in windows 8 and disabled the fast boot option. The computer now boots to desktop in 35 seconds (including time spent entering password) which my friend and I are happy with.
If anyone has any idea how to make this motherboard and graphics card compatible with hybrid boot let me know.

And in reply to the above responses:
On windows 7 before I formatted the HDD I tried disabling all the start-up programs and it was still really slow to boot to desktop.
On windows 8.1 after the format there were no start-up programs to disable since it was a fresh install.

Windows 8 pro has the bug of slow boot.I also have this bug my windows usually takes 1:30 min to boot.The solution for this problem is to shutdown the windows using CPU power button(not from the windows)wait for the computer to completely shutdown(this process does not hibernate the computer)...and the next time you boot your windows it only take 8 to 15 sec. :)
