Low FPS on borderlands 2 with strong PC

Hi guys,
I keep getting low FPS while in battle and the wired thing is that i just recently bought a new PC

i5-4670K
MSI R9 290
8gb
OS 8.1

any suggestion on what can be done ?

go into my[ ur folder containing that game ] My Games/Borderlands 2/Config/ folder and deleted everything Run the launcher, put settings to the original
or set the nvidia control panel to adaptive vsync that game doesn't optimised .Borderlands 2 doesn't like the regular vsync setting
