First Gaming PC GPU/HSF Help

Here's my planned build so far:

CPU: i5 3570k
GPU: MSI GTX 760 2GB OR XFX AMD Radeon 7870 2GB
Mobo: ASRock Z77 Extreme4
HSF: ??? (Will I need one?)
PSU: Ace 650W
Case: Corsair Graphite Series 230T
RAM: 2x4GB
HDD: 1TB
SSD: 128GB
OS: Windows 8.1

With this build, will there be any bottle necking issues in terms of the GPU?
And is the PSU sufficient?
Also general thought appreciated.

unless the old i5 3570k is more than 20% cheaper you are better of buying the i5 4670k.
make sure you get a msi gaming 760 not a reference blower cooler.
get a good cpu cooler like Cooler Master's Hyper 212 EVO, its even better than most aio water coolers at low price.
skip the tiny ssd, get more ram instead.
and pls dont get the windows 8.1 use windows 7 its actually made for desktop and a mouse with keyboard...
500w psu is enough.

Sorry, but what's a reference blower cooler? :L
And also, why not Windows 8? Don't some games run better on it?
