CPU runs at 100% under minimal load.

As the title says my CPU runs at 100% capacity under minimal load creating an extremely slow system. This started after doing a completely fresh install using dban to wipe the hard drive prior to the new windows installation. The reason for the fresh install was swapping from a HD 6850 to a gtx 660, knowing it can cause issues to swap from amd to nvidia. Another problem that occurs is massive sound lag. I have been trying to fix this for about a day and can't find any solutions.

One last thing, when run in safe mode the cpu seems to be running much more normally.

MSI GTX 660
XFX mb-x58I-CH19
Pc Power and Cooling 750W
Asus Xonar DS

I had the same problem when disabling some of my cores (yes I messed up somehow). Are you sure you are using all of your cores?

Other than that, look for the program using the your CPU power (look it up in task manager if you have windows 8, in windows 7 it will probably work as well --> task manager --> (Performance? 4th tab) --> (Source control?) --> you will see a list with all programs running and how much % of the CPU they are using.

Track down the program (open file location) and delete it!

The highest process is svchost.exe (netsvcs) at a consistent 15-20% of cpu usage, other than that it fluctuates with whatever is putting on the load. One strange process that I found in the resource monitor is system interrupts which is bouncing between 0 and 10%.

As for the temp currently the CPU is in the mid 60's which I know is a bit hot, but I don't think that should be high enough to cause throttling.

60 degrees is quite hot. Even at 100% load because it is running on stock speeds...
I don't know what to say about Svhost, I just checked my laptop and atm its using 0% (on my primary desktop is normally isn't 0 but still below 10%).

Maybe try another re-install and just format/reset all of it?

Small update (was busy with finals and such for school) I re assembled everything including the heatsink and now the cpu temp is a much more reasonable 39. However the cpu still has issues. Upon testing the new gtx 660 in another system it did not create the massive cpu problems. Running out of ideas I put the old dying 6850 back in and the cpu problems are gone. Thoughts?

Another update I installed Process Explorer and there is a process called Interrupts under the system heading that bounces between 1% and 15% CPU usage. Not entirely sure how related it is but after starting a download for 3dmark11 to try and use it see how the system reacted the interrupts would go from as low as 2.5 to as high as 75. It seems like this could easily be the problem, with the main issue coming from having to figure out what is causing this problem.

P.S. with the new windows install the cpu lag is much better but still extremely obvious when trying to do anything remotely stressful to the system.
