Bottlenecking or just bad optimization?

So I tried playing arma 3 and got 7fps on ultra @1920x1080 and only 20-30 fps on lowest settings @1366x768, tried tweaking but these are really low for my system imo.

Spec:
Gtx 760 2gb GDDR5
Amd FX 4100 quad core @ 3.6ghz
4gb ram
550w unbranded psu.

Should I upgrade or is this just a freak problem?

Thanks in advance.

Hi, thanks for replying.

I just checked it and it's interestingly staying around 60% usage.

Hi, thanks for replying.

Yeah I was going to upgrade before I went from a 460 to a 760 but to be honest I've never had any problems even when overclocking, I'm going off the http://extreme.outervision.com/psucalculatorlite.jsp

and so far I'm nowhere near max voltage :)

Yes i knwo 550W is enough but the quality of the power supply may be bad. I just telling you to be wary of what your power supply actually outputs on the 12V rails. If it doesn't have a sticker stating what the amps on the 3.3 ,5 and 12 rails then i suggest you change it.

Hmm.. Okay that'll be my next upgrade. There aren't any stickers on it besides a warning label I assumed that they were taken off by the seller, is there anyway to check the quality software wise?

If there isn't any sticker or brand names on the power supply, i would probably want to swap it quickly. If you got from somewhere prebuilt, ask them.
You can check the quality of the power supply by measuring the rails with a multimeter that will determine the quality to an extent
