Does anyone know what this is or how to enable it

The Xbox most likely is a dual stack device. Basically it works on both IPv4 and IPv6. You might be able to disable IPv4 on the Xbox end, but there's no guarantee that the WAN connection is going to be through IPv6. That actually is based on the WAN backbone in your area. Enable IPv6 on your device and hope that Verizon or whom ever your ISP is supports IPv6 in your area.
