Bro, dont buy a prebuilded PC. You will pay more for nothing. Let me ask for that PC you are giving 1k bucks, arent you? How about building that rig and if you cant build it give it to someone who can :

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($144.99 @ NCIX US)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($29.94 @ OutletPC)
Motherboard: Asus M5A97 R2.0 ATX AM3+ Motherboard ($88.79 @ Newegg)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1866 Memory ($71.10 @ Newegg)
Storage: Samsung 840 EVO 120GB 2.5" Solid State Disk ($79.99 @ Micro Center)
Storage: Western Digital Caviar Black 500GB 3.5" 7200RPM Internal Hard Drive ($69.99 @ Newegg)
Video Card: Gigabyte Radeon R9 290 4GB WINDFORCE Video Card ($399.99 @ Newegg)
Case: Corsair 300R ATX Mid Tower Case ($59.99 @ Micro Center)
Power Supply: XFX 750W 80+ Bronze Certified ATX Power Supply ($91.24 @ Amazon)

That depends on the kind of framerate you want to get. I have a much weaker CPU and a GTX 660, and I can put FC3 on ultra at 1920x1080 with HBAO, but only at 35+ fps with 2xMSAA.

It's worth mentioning that 30 fps can be smooth. But if you're trying to hit 60, you'll need to settle for FXAA (enabled by default) and no MSAA in FC3. Other than that I suspect you'll get ultra though. MSAA is a disproportionately big hit in FC3 as it uses a deferred rendering engine.
