Would it be a bad idea to mix my 16gb corsair vengeance 2133hz with my corsair vengeance 16gb 1866?

no, but it would downgrade the 2133 to 1866.
why would you need that much anyway?

If the timings are identical, then the 2133 RAM will downclock to 1866. If the timings are different it is not a good idea to mix RAM; even if it works it will be erratic.
