i7-4770k Stuck at 3.5-3.9

I'm fine with the CPU under load sitting at 3.5 and boosting up to 3.9 it seems to do just that, but the problem is under low loads or really no load at all the CPU will not drop under 3.5Ghz

Can someone shed some light on if this is normal? I thought the CPU under light loads is suppose to drop speeds even down into the low 1Ghz and lower.

Go into your control panel under 'hardware and sound' then 'power options'.

Select 'change plan settings', then go to 'change advanced power settings'

Scroll down to 'processor power management' and see what it's set to for minimum processor state. Mine is currently set to 5%.

Well since you have a K CPU and a Z87 board I am willing to bet that in the BIOS there is a power saving setting somewhere that is turned off for OC purposes and will need to be turned on.

It is dynamic under clocking but I can't remember the name of it in most BIOS'es. May be an S state but I am not sure on that.

Checked both it so happened that I had Samsung Performance selected under power management. I have a Samsung Evo SSD checked Balance and the CPU Frequency dropped. I didn't want it running so high when he didn't need to. Thanks for the help to both of you.
