Three Long Beeps from ASRock Z87E-ITX

I purchased a used computer and after bringing it home I am unable to turn it on. I've stripped it of everything except the PSU, MOBO, Processor, and Case. When I hit the power button, the Power LED will turn on for 2 seconds, then turn off. 3 seconds later, it will turn back on and the MOBO Speaker will give three long beeps on a loop. Nothing appears on screen.

Steps I've already taken to try to fix:

  • -Testing with and without RAM (two sets)
    -Testing with and without a keyboard
    -Swapping PSU
    -Clear CMOS (At least I think I did)

When I tested the computer at the original owner's house, I noticed that there was a delay after I hit the power button before it actually powered on, but I thought nothing of it. When i got home, I swapped the installed HDD with two from my old computer. I don't see how that could cause whatever's happening, however.

Please help me fix this!

Swapping boot hdd's from one comp to another rarely works unless the MB's are identical or at least the same manufacturer with similar boards that have the same MB drivers.

Probably will have to do a clean install of windows.

But that wouldn't explain problems after I unplug everything, including the HDDs.

I even just tried removing the processor, and that was the first time there were no beeps. All that happened then was it turned off one second after I hit the power button.
