Overclocking XFX R9 280X Double Dissipation

Hi, so I've recently read up on OC the GPU on here and 'round the web, and for the past few days have been OC my gpu. I've managed 1150 core/1755 mem using MSI Afterburner. Temp has never gone above 67C, and that's with running Valley benchmark for about an hour, MSI Kombustor for about 30 minutes and benchmarking tools in Batman: arkham city and arkham origins, Tomb Raider, Resident Evil 5, and streetfighter IV. If I push either clock or mem any higher I get crashes, hangs ups, and so on but there have been zero problems at the speeds I first stated, it's stable and cool. Now, I do have some questions and things I am not sure of.

1. What is Voltage? What does it do? I have not touched it, but MOST importantly, can it damage my gpu? If I can increase it SAFELY, can I OC more?

2. What is Power Limit? What does it do? I have it set at +1, because my gpu kept throttling down with it at 0, but MOST importantly, can it damage my gpu? If I can increase it SAFELY, can I OC more?

Don't start with max voltage. Start with stock voltage and +20% power limit. Keep a loop of Unigine Heaven or Valley running as you slowly raise core speed. When you get artiffacts or driver crash, raise voltage slightly until it is stabilized. Rinse and repeat. Then find your max VRAM clock doing the same.

1) Voltage is the difference of electric potentials between those two points. Voltage can be used to do work. In the case of your GPU, voltage can be adjusted as needed to stabilize an overclock. Too much voltage can damage a GPU. There are limits in place which do not allow you to raise voltage to dangerous levels.

2) Power limit is the reference bar for controlling TDP in AMD Powertune. If you increase power limit, your GPU may be able to reach a turbo state more often. Power Limit does not damage a GPU. You can overclock as far as your hardware allows.

So, I can up power limit to max (I think it's +20) and be safe? Keep in mind I'm using MSI afterburner.
I can up the voltage to max? Stock is 1.2v, iirc the voltage can go to 1.3. (I'm not at my PC ATM, so I can't look at it.) Assuming I'm understanding you correctly, I can up the voltage to max and it won't blow up my GPU?
Will upping the voltage and power limit allow me to OC higher? If they won't, then I don't see any sense in increasing. Thank you!
