New build fans start, stop, and then it might boot

I recently built a new pc and when I try to turn it on all the fans will start and there is no video. Every once in a while, the fans will start up and then stop or slow down for a second and then it will boot. I got Windows 7 installed, but it is unpredictable when it will boot or not. I have tried all of the suggestions in the boot/post/no video thread and I am out of ideas at this point.

The build is:
CPU: AMD FX-6300 3.5GHz 6-Core Processor
Motherboard: Asus M5A97 LE R2.0
Memory: G.Skill Ripjaws seriers 2x2gb DDR3
Storage: Western Digital 1TB HDD
Video Card: HIS HD 7770 1GB
Case: NZXT Source 210
Power Supply: EVGA 500W PSU

I did a cmos reset and it is still doing the same thing. I was thinking that it was something with the GPU, but then I noticed that the fans hiccup or slow down for a second when it is actually going to boot. It almost seems like the fans come on and then it restarts so the fans hiccup and then it actually tries to boot, but im not positive.

EDIT: I forgot to add that there are times when the fans hiccup and the PC still does not boot, and there are times that there are no hiccups at all. But it only boots when there is a hiccup.

I will have to check in the morning but as far as I remember when I last looked at it, it was blue inside and out.

It means that your cpu wasn't supplied enough power and shorted, or the mobo couldn't handle something from the cpu.. Thats what ended my m5a97 r2 le's life. Although you PSU is good soo it may be ruled out already.

I'm really hoping thats not that case. Would it still boot if that was the case though? Because it will boot sometimes and other times the fans just spin and I even hear the windows sound from my speakers like it is starting up, but I have no video.

Im beginning to think it is the gpu. It is fully seated and the pci power connector is fully plugged in, and the fan is working but im not sure if the GPU is actually working because I dont have one to swap it out with at the moment.

Ok I found out that the GPU, RAM, HDD, and Disc Drive are all working perfectly since I put them in my friends PC. I cannot switch the CPU though because the other PC is an intel build. I checked all the pins and reseated the heatsink on the CPU but it is still having the same problem. Is there a way to check the PSU and CPU without swapping to another PC because I no longer have that option.

I guess I am going to RMA it then. I've never had a mobo DOA but I guess it does happen lol.
