Most quiet PSU - no pricelimit

I'm currently trying to make my PC a little more quiet, and disabling all fans in the case doesn't seem to get rid of the sound, so I'm assuming that it is the PSU making the noise.
I've decided to upgrade that, and searched both on the internet and on the site. Everyone seems to have some kind of pricelimit though.
I want to find the best one out there, no pricelimit, and maybe even one where I can upgrade the fan to a noctua one, if that is even possible. I'm quite a noob here, so go easy on me ;)

Seasonic makes some passive cooled ones that're supposed to be totally silent (no fans).
I wouldn't try to run a very power hungry rig on it for heat concerns, but it should be fine as long as you're not using an FX-9590 or something.

Keep in mind, getting rid of all fans is a great way to totally overheat and crash your PC unless you're using an open air case like the Inwin H-Frame or D-Frame.
You might be better off getting a sound reducing case instead of trying to make everything fanless.

Solution
The quietest PC out there. Pick a case with sound dampening in the sides and front (like the Antec P280 or Corsair 500D). Install as few quiet (>15 dB) case fans as possible. Then pick a fan-less PSU and GPU. And finally pick a fan-less CPU cooler (along with the other regular PC components) And you have the quietest PC that you can construct.

The case is a 250D, so the case itself is not really helping out too much. Changing the case is not an option since I love this size, and its brand new. I was not thinking fanless, but one that turns off when I'm not gaming.

I need around 750W.
I currently use a MSI 770 Nvidia GPU.

I guess I'm just looking for a PSU with the most silent fan out there.

Seasonic X and P serie should turn off fan when not under heavy load (under 30-40%) and should run quietly until you get above 50-60% even with fan on.
Also Corsair RM serie have feature to turn off fan under 40% of load.
I guess there will be more PSU like that. From these options I guess seasonic X would be nice way to go.
