Those are called Partitions, and no, they don't make it slower! It's actually a smart thing to do.

No it's normal to use multiple partitions on single HDD.
Standard usage is drive C for OS and drive D for other data. But if you have need for more than 2 np to add more. Just calculate your data carefuly and split it according to your needs and leave enough space for partition with OS and program files to install all your programs.

EDIT: Atleast not in any measurable way for normal PC usage.

I don't install any softwares or games in the ''C'' drive but some softwares don't give the browse option so I've no choice
