Yes go to setting on Ipad and bluetooth. It should do a scan for device and if it finds it it will appear under devices. Then click on the device and it will try to connect. If the 2 device bluetooth is on it will then show it connected on the IPAD.

As i was typing my response yesterday I was testing the bluetooth on my ipod and my Samsung Note 3 phone. I have some wireless head phones and both devices found and were able to connect to thheadphones. Now when I did a scan with the Note itr found many more bluetooth devices surrounding me. On my ipod if the headphones have bluetooth turned on it finds the device. Once it find it i click the device and then it connects. Maybe you bluetooth card is bad. I would take it to an Apple store and have them look at it. They will be able to tell right away since they will have many BT devices in the store.
