Yes you'll need to buy an internal HDD or SSD because you can't install Windows to an external one.
Use the external one for backing up your data.

You could take the external drive out of it's enclosure and use that as an internal one for your Windows installation, but that will leave you without a backup drive, plus you will lose the fast Windows startup that an SSD gives you.

You need at leat one internally installed drive, What is the OS going to be installed on? SSDs are best for the OS and most often used software, the one you linked to perhaps.

A HHD drive internally mounted in the PC will have faster data transfer rates than an external drive. The external drive would be good for a data backup device
